How do I paint a wooden rocking horse?

So I'm trying to paint a wooden rocking horse, but I don't know all of the materials I need and everything. Somebody I know said that I need to put a sealer onto the horse first so the paint doesn't bleed or anything. Do I need to do that? And after I paint it, do I put a sealer or something on?

It would be a good idea to sand the sealer after the first application to help the paint adhere better. When all coats of paint are on and dried fully, it would be a good idea to apply a final clear sealing coat to protect the paint from premature wear.
